You must file an application for resident registration to your municipality within 14 days of taking up your residence.

If you move to another municipality, you must notify the city of your new address by submitting a “moving-in notification”. Before that, it is necessary to receive a “moving-out notification” in advance from the municipality where you previously lived.

The procedure might be difficult for new students to understand.
